Make sure you are installing version 3.8.8 and above. If you already installed 3.8.8 and above and the problem persists, try to log out and log in again.
I had the same issue. Couldn’t scroll in portfolio, but a sign out and back in solved the issue. There are also some unhappy reviews in the app store mentioning the same issue
