change in Report Abuse function

I just tried to report an instance of abuse in the comments on a news item (offensive personal attack with obscene name calling by one user to another).  But I got what looked like a form to message the abuser, rather than to make a report to Seeking Alpha.  Do you expect me to moderate the forum?  I have no desire to incur the wrath of an abusive poster by messaging him or her directly, and I have no power to remove the offensive post.  Was this a clever move to offload the cost of moderation onto the users themselves?  It will not work
