I've had the same issue on my Windows 10 a while ago, and it was driving me crazy. Turns out, there could be a few reasons why you're not seeing all your push notifications. First, check your browser settings in Chrome, and make sure that notifications are allowed for the websites you want to receive them from. If that's all good, double-check the Windows 10 settings in the Notifications & actions area to ensure that Chrome is allowed to send notifications. Funny story about how I solved my problem, though.
And yes, the setting to receive notification for Chrome on desktop has been ON for years
