Just about every article has comments disabled now, I reinstall app over and over and nothing changes

the problem is not seeing comments, I see them just cannot add a comment because comments are disabled

I installed iOS 12.1.3 on iPad Pro a couple of days ago and comments disappeared. I uninstalled SA app and reinstalled from iTunes and I can now see comments.
