Portfolios reverts to "All portfolios" on desktop can no longer change to other portfolio names

Portfolios reverts to "All portfolios" on desktop can no longer change to other portfolio names.  This has been like this for a week for me.  

Cannot see other portfolios, cannot create new portfolios, etc.  Just all stocks from previous individual portfolios show up under "All portfolios" and I am unable to toggle to any iindividual portfolio.
