SA changing special characters into nonsense

Copy of a comment to a SA article below - curiously, when I cut'n'pasted the text into this dialog box, the "less than" symbol showed, not the "&lt" as shown below. A search of old bug reports says this was fixed a year ago, but it's happening again - please fix!

WTF is SA doing with our posts? I wrote "less than 10 cents" using the "less than" symbol, which SA turned into gobbledygook - that's really irritating - also appears when someone uses an ampersand, as in "mergers and acquisitions"."

We had trouble with people putting bad characters in comments to try and attack the site, so we had to crack down on non alphanumeric characters.  Sorry for the inconvenience.
