I read an article and wanted to make a comment or reply. But that feature is not working for me?? some months ago, I was able to make comments and replies, but not now. WHY???

AS per hheader, previously I could comment or reply after reading an article. Now, I am unable to comment or reply.

Explanation as to how I might be able to resume commenting  and replying?
