Mobile Notifications

In the desktop version I get notified when someone comments on an article I previously commented or when someone starts following me.

On iPhone, unless I turn on  notifications which will annoy me when I don’t use the app , I cannot see any notifications.

I would like to be able to receive notifications when I open the app even if I disable the out-of-app notifications.
