Mention notification (desktop) trigger before a post is submitted

BUG --

When someone types @ and then a name, that triggers a notification to that user before the post is even committed.  

This possibly yields false notifications because a person may have picked the wrong name initially, fixed it, and then committed the post.  

Why is the notification triggered before a post is actually committed??
