Notifications stopped after upgrading to Samsung Galaxy 9+

Notifications are enabled but I've only received one since upgrading from a Galaxy S4 a week ago. I used to receive 20+ per day. Is something broken with the newer version or do we have to be a paying member to get app notifications now?
