promotional commenting

Can you please clarify what is a Promotional Comment? 

 is that where someone links to an outside service to promote it?

Is it  where a Contributor with a marketplace service advertised and mentioned within the context of the article ALSO promotes her/his service again in the comments?

or both?  your commenting guideline item is not clear on this and one of the reasons to report a comment is "promotional"

... I am seeing more and more contributors writing free articles and then again pushing their marketplace services in the comments... after they already mentioned it at least 2 times if not more in the article!
