safari reloading

On both Mac and iphone SA is reloading pages and it is getting worse by the day. Both OS are current. Both been restarted. Issue is getting so bad its unusable. In MacOS 11.4 the notice shows the webpage is using significant energy and recommends closing it, but then articles constantly reboot.
