link from SA email goes to page, but it doesn't open and a small orange bar runs across the top of the page

See header. Seems something is wrong with the site. If I'm not allowed to be on the page, there should be a notice. I get a blank page with an orange line zipping across the top of the page. What's up? I'm using FireFox but I got the same result in Opera, Internet Explorer.
