Notifications are cleared and then reappear again!

I delete/clear my 528 new notifications and 1 min later they reappear again. Never deleted!

I have tried to type this message 6 times and the bug report tool has crashed forcing me to retype everything too! I will try to add pictures next time as it freezes and crashes when trying to go into photo gallery.
