We already suppress all replies to the muted user when those replies were actually made to the muted user's comment.   I wonder how often you see commentors tagged outside their threads, could you please share some examples ?

New messages should appear on the notification center on your phone,  do you see them appear there ?

No reason this should happen, your account is set up fine for comments.  Only thing I can think of is we had some temporary error or else you were logged into a different account by mistake.  Please check this and if it still doesn't work please post screenshots of the problem.
